National Pension enrolment & student payment postponement
Students at eligible schools who meet the income requirement can apply to postpone pension contributions. Check the school and income conditions before filling in the form.
When you need it
Everyone living in Japan aged 20 to 59 must be enrolled in National Pension (国民年金), students included. Newcomers are enrolled at the ward office, usually on the same visit as the moving-in notification: the pension clerk prepares the enrolment slip and your basic pension number (基礎年金番号) arrives by post. Premiums are a flat amount (around ¥17,500–18,000 a month; it changes every April — check the JPS site). If you are at a university, graduate school, junior college, technical college, or an approved vocational or miscellaneous school (専修学校・各種学校 — many Japanese-language schools qualify; check the JPS list), the Student Special Payment System lets you postpone the premiums for the school year provided your own income last year was at or below ¥1.28 million plus deductions. Apply as soon as you are enrolled and again every April. Approved months count toward the 10-year eligibility period but not toward the pension amount; you can pay them back (追納) within 10 years.
Where to get it
The National Pension counter (国民年金係 — usually next to health insurance) of your ward or city office, any Japan Pension Service office (年金事務所), or your school if it is registered to handle applications (学生納付特例事務法人 — the JPS list of eligible schools marks these with a ○). The form is on the Japan Pension Service page linked above (print and hand in the 提出用 sheet plus the attachment column) and at the counter; it can also be posted or filed online.
What to bring
- Student ID card (copy of both sides) or a certificate of enrolment (在学証明書, original) showing the enrolment period
- Residence card
- Your basic pension number notice (基礎年金番号通知書) if you have already received one — otherwise your My Number card or notice; first-time enrolment and the postponement can be done in the same visit
- The completed application — one sheet per fiscal year (April to March)
- If you arrived after 1 January: the country you lived in on 1 January and your move-in date (they go in the remarks box)

Common mistakes
- Assuming students are exempt automatically — enrolment is compulsory from 20, and the postponement must be applied for every school year.
- Applying for the wrong fiscal year — the form covers April to March; a January–March application belongs on the previous year's sheet.
- Forgetting the student ID copy (both sides) or certificate — the application is returned without it.
- Leaving the remarks box empty when you arrived mid-year — without the 'lived abroad on 1 January' note the office may ask for income proof.
- Ignoring the first bill while the application is pending — approval is backdated, but call the counter if a payment reminder arrives.
- Treating postponement as a free pass — approved months count toward eligibility but not toward the amount; you can pay them back within 10 years (追納).
- Skipping the My Number / pension number line — one of the two is required; newcomers get enrolled first at the same counter.
